Implementation of anti-corruption policy in the public service system of the Republic of Kazakhstan: current state and ways of improvement

Abstract

This article establishes that corruption undermines the image of the public service of the Republic of Kazakh-stan, hinders the development of the institution of public service, hinders the establishment of a constructive dialogue between the government and the public, and destroys the foundations of building a legal state and civil society. The openness of activities of public authorities is a fundamental principle of cooperation be-tween state officials and the population, and provides a list of anti-corruption measures that should be intro-duced in the state for the public service and further reduce corruption in it. The author examines the current state and ways to improve the formation and implementation of anti-corruption policy in the public service system of the Republic of Kazakhstan, and defines the essence of the state anti-corruption policy in the public service system as a complex legal and socio-political phenomenon. The article notes that for effective preven-tion and counteraction of corruption, it is necessary to improve the formation and implementation of anti-corruption policy in the public service system of the Republic of Kazakhstan, in particular, regulatory support for the prevention and counteraction of corruption in this area. The author suggests anti-corruption measures, in particular, the development and approval of the scientific concept of state anti-corruption policy, the intro-duction of criminal liability for corruption for legal entities, ensuring the absence of immunity for officials of any level, the introduction of polygraph testing of civil servants, the creation of an Institute for reporting cas-es of corruption in public authorities, ensuring legislative protection of persons who reported the fact of cor-ruption, from dismissal from work and discrimination.
