Constitutional and legal mechanism for the implementation of public participation and control in the system of anti-corruption policy at the level of local government and self-government

The article is devoted to the analysis of the problems of organization and implementation of public participa-tion, public control and implementation of individual procedures of consultative democracy in the system of anti-corruption policy at the level of local government and self-government. The main directions for improv-ing public participation, public control and consultative and democratic procedures at the local level, the problems of their integration into the system of anti-corruption policy in the era of “digital law” are compre-hended. The features of digitalization in implementing anti-corruption policy at all levels of public admin-istration, including at the level of local government and self-government, are analyzed. Attention is focused on one of the most relevant areas of anti-corruption digitalization — the introduction of electronic registries using distributed data technologies, including blockchain technology. Based on the analysis of the legislation of the Russian Federation and the Republic of Kazakhstan, the current problems of the formation and devel-opment of the system of public control at the level of local government and self-government are considered. Considering the study of legislation and law enforcement practice, proposals are made to improve public par-ticipation and public control, as well as the use of certain procedures of consultative democracy in combating corruption at the level of local government and self-government.
