The axiological essence of the obligations of the state

The state is the only bearer of some of the most important public-law obligations, whose successful implementation ensures the well-being of a certain people, society as a whole. The purpose of the publication is to define the axiological essence of the obligations of the state, based on its proper, necessary functional activity in various spheres of social reality. The article used such research methods as analytical-systemic, formal-legal, logical and others, which allowed to comprehensively analyze the axiological essence of the state's obligations, determine its functional effectiveness in the modern conditions. The doctrine of law defines the
essence of the state as the internal content of its activities, but does not examine the question of the axiological essence of the obligations of the state. The importance of studying the axiological essence of the obligations of the state is justified by the fact that such research is always carried out from practical positions. It is indicated that the axiological nature of the obligations of the state stems from their objectivity, social demand, utility and practical necessity. It has been established that the axiological essence of the obligations of the state is the form and measure of the necessary, due and legally regulated and guaranteed activity of the state, determined by the vital social needs, which consists in identifying (detecting), recognizing and providing (delivering) the value needs of society and the state in a certain historical reality. Forms of objectification of the axiological essence of the obligations of the state is the integrated activity of the state, which consists in detection, that is, in identifying, as well as recognizing and ensuring the value needs of society and the state. It has been established that the detection of state responsibilities consists in the full-fledged, systemic and deterministic identification of objective social needs, the state recognizes social needs by filtering them according to the moral, social, cultural and other requirements of society and the state, ensuring value needs involves the implementation of targeted government actions of a political, economic, cultural and other nature. It is concluded that the axiological essence of the state's obligations in the sphere of political, economic, ecological, social and humanitarian relations is to ensure the full value of the benefits and needs of society and the state.
